Early Care
and education

Current childcare systems are not working for children, parents or employers.

Our investment in early care and education aligns with the Every Child Thrives network’s priorities of Kindergarten Readiness and Strong Families.

Why Invest?

Childcare deserts

Dodge and Jeffferson Counties are childcare deserts, meaning more than 3 children for every available slot.

cost of care

The cost of care is out of reach. At $11,000 per year, care for just one child costs 19% of the average family’s annual income (national guidelines suggest 7%).

workforce impact

A 2021 survey of local working parents confirmed that childcare access impacts workforce participation.

Increase the number of high quality “slots” available to all families in Dodge and Jefferson Counties

The Foundation seeks to support existing childcare slots and grow more. We provide start-up coaching and capital for new and expanding centers. To support existing childcare providers, we provide access to a shared services network that bolsters operational efficiencies.

Transform the revenue model with employer contributions, with the goal of a sustainable childcare sector

The Foundation has partnered with the City of Watertown, Watertown Area YMCA and Maranatha University to implement an employer sponsored care model that supports affordability for families and sustainability for childcare providers.

Build the capacity of regional stakeholders to advocate for state/federal policies that support access to affordable, high-quality child care

The Foundation is leveraging local relationships to help Raising WI (the social sector) build a shared voice with the business sector.

Create a sustainable pipeline of passionate, quality, open-minded early care educators

We have partnered with Madison College’s Watertown campus to provide free classes to achieve entry-level ECE credentialing and a scholarship-supported pathway to a bachelor’s degree in Education.

Strengthen the capacity of ECE providers to utilize evidence-based practices that promote the social and emotional development of all children

The Foundation champions the Pyramid Model framework for ECE providers through training and support.

We work to support and grow developmental screening practices for early identification of children at risk for cognitive, motor, communication, or social-emotional delays.

Innovative models that have shown success in stabilizing childcare revenue use a “three-legged stool” approach, with financial support coming from parents, government and employers.
